I'm sorry to hear about the little dog that the coyotes ate. However we live in a wildland area, right up against the groves and open space. One of the charms of living here is the ability to see wildlife up close. It's thrilling and soothing to hear the owls and coyotes calling at night. Owls, snakes and lizards, frogs croaking, and coyotes and turkeys are our neighbors. Dogs are required to be restrained at all times (leashed or fenced). Loose dogs poop on neighbors lawns, and sometimes bite pedestrians. So, as upsetting as the scene was, wildlife are a part of life on "the frontier". Many people would oppose any efforts to harm our coyotes, simply because someone lost their pet.
